Two things decide what someone can do: their role (what they're allowed to do) and their locations (where they're allowed to do it). A regional manager is just a manager with more locations.

Sees controls how much of the money a person sees — volume only, revenue only, or both. A manager who sees revenue and one who does not are the same role with a different dial, so it lives on the person rather than spawning another role.

Two rules worth knowing. Nobody can raise a limit they're subject to — a developer who hits a spend cap has to ask someone, which is the point of the cap. And only an Owner or Admin can switch to live, because going live starts spending real money and taking real joins.
